Hsu was born in 1937 in the Yencheng village. He worked in Chien Tai Cement and did not learn the performing skills of the shadow play until he was 52 years old. Shortly after, Fu-chu took over the elder brother Fu-non and acted as the chief of the Fuhsingko troupe.
Shadow plays have been performed during temple fairs and festivals. Fu-chu intended to break the tradition. He asked the troupe members to look at the play as an artistic performance and design it according to the modern life. As a result, the Fuhsingko troupe has survived; it gives more than 40 performances a year now.
Fu-chu also positioned the troupe as an educational organization. It gives lesson in the Mituo Primary School and the Taiwan Shadow Show Museum in Gongshan.
